Course Aims
This course is intended for persons who wish to act as Engineering Supervisors on Network Rail’s infrastructure
Who is this course suitable for?
Any person who is over the age of 18 years who will be required to oversee a worksite within a possession and authorise the movement of trains into or within a worksite. Delegates should have at least 2 years documented prior experience including carrying out the duties of a COSS and taking supervisory responsibility for a group of persons. Employers should select delegates for the role of Engineering Supervisor based on documented processes to assess aptitude and prior experience and gives details of the specific requirements.
Course Objectives
- State the requirements for appointment as Engineering Supervisor.
- State what will be discussed at a pre-planning meeting.
- State the information required by Engineering Supervisor and in which publications obtainable.
- State the requirements for effective communications.
- State the basic procedure followed by Person In Charge of Possession (PICOP) when a possession is taken.
- State the requirements and demonstrate the ability to follow the procedure for authorising work to start, including the effective recording of information.
- State Rule Book sections and requirements for setting up a safe worksite.
- State requirements for safe and efficient train movements.
- State the requirements for changeover of personnel and demonstrate the ability to follow correct procedures including correct recording of information.
- State the requirements for suspending or handing back a worksite and demonstrate the ability to follow those procedures including correct recording of information.
Course Summary
- This course is designed to train persons who have been nominated by their line manager/sponsor to enable them to attain the Engineering Supervisor (ES) competence.
- The ES competence is required to be held by anyone who is required to set up and manage a worksite within an engineering possession on the rail infrastructure under the direction of a Person in Charge of Possession (PICOP). This includes the management of on and off-tracking On Track Plant (OTP) and train movements within the designated worksite.
- The ES course will take delegates through the procedures as set out in the Rule Book; Handbook 12 (Duties of the engineering supervisor) and Handbook 13 (Duties of the person in charge of the siding).
- The course includes the importance of using the correct communication protocols and adopting the appropriate behaviours to be able to carry out this role safely and effectively.

Pre-Requisite Requirements
It is the Sponsors responsibility to ensure candidates booked onto the course are eligible for the training they are to receive and in line with any relevant medical level or restriction that may apply, in accordance with NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements.
Please be aware that candidates will be treated on a training event as if they are at work and they must comply with the relevant medical policy and bring their Sentinel card which will be swiped at the start of the course.
Must be a minimum age of 18.
Meet the medical requirements of Network Rail Standard NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements to minimum medical level 2 (must have normal colour vision) and Network Rail Standard NR/L2/OHS/00120 (Drugs & Alcohol).
Must have sufficient command of English language as detailed in Network Rail Company Specification NR/L2/CTM/021 (Competence & Training in Track Safety).
Must bring Sentinel smart card with valid PTS, full COSS or IWA (not in probationary status).
Network Rail Handbook modules 1, 6, 7, 9, 12, 13, 14, 15 (we recommend that you revise these modules before attending the course).
Must Bring Photo ID - For British Nationals, one of the following (original hard copy - not electronically): a current and valid branded form of identity token, used for accessing the RMI (Railway Maintained Infrastructure) such as a Sentinel Card; in-date and valid full driving licence; in-date and valid UK Provisional Photo Card Driving Licence; in-date and valid passport, a UK biometric ID Card/Residence Permit (BRP), an Armed Forces Identity Card, a proof of age card recognised under PASS with a unique reference number (this includes the Citizen ID Card), N.I. Electoral Identity Card or a resident permit as per Home Office guidance.
For Non-British Nationals - an in-date and valid passport, Identity Card or Driving Licence from an EU or European Economic Area (EEA) country or a US Passport Card is required (original hard copy - not electronically).
Please advise of any additional needs within a learning environment, such as Dyslexia, amongst candidates in advance of the course.
It is the responsibility of the individual trainees Manager to decide upon their suitability to attend the course in accordance with the current issue of NR/L2/CTM/021 Competence & Training in Track Safety.
Further Information
Following successful completion of the ES Initial training, candidates will enter into a 4 month probation period whereby the sponsor is responsible for mentoring them. The mentoring must be logged in the ES Work Experience Log Book for the candidate to be eligible for further assessment. Within this period, the candidate must have undertaken an Initial ES Assessment with an approved training provider.
