Course Aims

This course is intended for candidates who wish to set up a safe system of work on Network Rail’s infrastructure and act as a Controller Of Site Safety and require re-certification. It also covers Personal Track Safety and DCCR re-certification.

Who is this course suitable for?

Any individual who already holds the COSS competence that includes: Overhead Line Permits, Control of Railway Possessions, Live Line Tester and Protection Controller competences included. All holders of this specific group of competences must have undertaken the necessary interim assessments and if applicable, must have passed their probationary periods also.

Course Objectives

On successful completion of the course the delegate will be able to:

  • Demonstrate their ability to correctly interpret relevant parts of the Rule Book and relevant Railway Group Standards when acting as a COSS
  • Demonstrate their understanding and ability to set up a Safe System of Work before any group of staff is allowed to go on or near the line

Additional Information

This is a 4.5 day course which is run from Monday to Friday. The course breakdown is shown below.

  • Day 1 - PTS and DCCR Recertification 
  • Day 2 & 3 - COSS Recert & PC
  • Day 4 - OLP
  • Day 5 - CRP LLT

Candidates will undertake their required elements of the COSS Recertification course ie. OLP, CRP LLT, IWA, DCCR Recert. Candidates must hold DCCR competence in order to do the CRP/LLT part of the course.

Customers must identify which competencies they require to recertify at time of booking.

Pre-Requisite Requirements

It is the Sponsors responsibility to ensure candidates booked onto the course are eligible for the training they are to receive and in line with any relevant medical level or restriction that may apply, in accordance with NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements.

Please be aware that candidates will be treated on a training event as if they are at work and they must comply with the relevant medical policy and bring their Sentinel card which will be swiped at the start of the course.

Please note this is a modular course and elements MUST be successfully completed BEFORE continuation with the course, these elements can be failed which will result in the termination of the course event at that time. No monies will be refunded or credited for the course or part thereof due to failing to achieve the required pre requisite competence(s) to allow overall competence to be awarded.

Must be a minimum age of 18.

Please advise of any additional needs within a learning environment, such as Dyslexia, amongst candidates in advance of the course.

Must bring and hold a valid Sentinel Track Safety Card endorsed with PTS, IWA (if applicable) and COSS and DCCR to complete the CRP module and meet the requirements of NR/L2/CTM/021 – Competence and Training in Track Safety.  Please be advised that the competency can only be recertified if it is valid or within the 8 week grace period.

Must bring evidence of a minimum of 4 Entries in the COSS Work Experience Logbook from the last Interim assessment endorsed by the Line Manager or Supervisor & 2 management reviews. If candidate holds PC, must have a minimum of 2 PC entries in their logbook.  Work Experience Logbooks not meeting these requirements will result in candidates not being eligible to continue with the course.  (NB:  These can be in the form of the actual blue book or Sentinel Swipe-in.  Candidates can bring a Sentinel download provided by their Sponsor).

Meet the medical requirements of Network Rail Standard NR/L2/OHS/00124 Competence Specific Fitness Medical Requirements to medical level 1 or 2 and NR/L2/OHS/00120 (Drugs & Alcohol). Those with only medical level 2 are not eligible for the IWA section of the course.

Must have sufficient command of English language as detailed in Network Rail Company Specification NR/L2/CTM/021 (Competence & Training in Track Safety).

Must Bring Photo ID - For British Nationals, one of the following (original hard copy - not electronically): a current and valid branded form of identity token, used for accessing the RMI (Railway Maintained Infrastructure) such as a Sentinel Card; in-date and valid full driving licence; in-date and valid UK Provisional Photo Card Driving Licence; in-date and valid passport, a UK biometric ID Card/Residence Permit (BRP), an Armed Forces Identity Card, a proof of age card recognised under PASS with a unique reference number (this includes the Citizen ID Card), N.I. Electoral Identity Card or a resident permit as per Home Office guidance.

For Non-British Nationals - an in-date and valid passport, Identity Card or Driving Licence from an EU or European Economic Area (EEA) country or a US Passport Card is required (original hard copy - not electronically).
